FLEX: Files Loans and Examinations Exchange Portal

The Texas Department of Banking’s Files, Loans & Examinations portal (FLEX), is a secure data sharing platform. This portal allows regulated entities to exchange examination documents and other correspondence with the Department. Access to FLEX is initiated during the pre-examination process by your DOB Examiner in Charge (EIC).

Do my DEX or ACES credentials work with FLEX?

No. All regulated entities are required to submit a FLEX Access Request Form to FLEXRequest@dob.texas.gov. This form will be provided during the pre-examination process by your Examiner in Charge. Please allow 2-3 business days for user account creation. A confirmation email will be sent with instructions.

Designating user access to FLEX is not available in ACES.

What is the difference between FLEXSupport & FLEXRequest email addresses?

FLEXSupport@dob.texas.gov is used to for Technical Assistance, such as passwords, or general questions.

FLEXRequest@dob.texas.gov is used to request or set up an account for a regulated entity. Must be submitted with FLEX Access Request Form.

I tried scanning the QR code with my phone's camera to set up two-factor authentication, but it didn't work.

Please ensure that you are scanning the QR code with an Authentication App instead of the phone's camera

How do I set up Multi-Factor Authentication (MFA) again if I get a new phone?

On the login screen, click the link that says "Reset MFA". Then use an authentication application to add your FLEX account to your new phone. For additional guidance, please refer to the Getting Started Video: Login and Multi-Factor Authentication Setup.

Can regulated entities view/delete/rename/replace uploaded files?

No. Please contact your DOB Examiner in Charge (EIC) for assistance with uploaded files.
